Is there any tip for telling when a board is dry enough to prime?

Today I had lumber delivered for a project to rebuild part of my front steps. It has been raining a lot around here lately and some of the boards seem to have been out in the rain. I don't want to prime them with a water based primer until they are drier. Does anyone have a tip for determining when they will be dry enough to prime?
